queuedsocket outgoing channels do not promote fair use

Queuedsocket should rotate through the queued channels when sending messages, instead of dispatching them in the same order (or at least support that policy as an option)

Right now, if one command queues a few thousand messages, messages sent on other channels will be forced to wait
